At 12, I suspect she is just experimenting. She has found something that gives her a kick, probably accidentally. However, as she grows older, she will start to realise that it's not playing whilst urinating that is doing it, but just the playing itself. Even if she does develop a , I'm sure she will soon realise that unlike latex, or some other es, this is one that cannot be carried out in public.
