If a car turns into a biker who is using the sidewalk and crossing a business entrance who's fault is it?

Depending upon the laws in your area, bikes may or may not be on the sidewalk. Here the cut-off is 14 years old. That said, if it is a driveway the car has the responsibility to yield to pedestrian as well as bicycle, wheelchair, and the like traffic on the sidewalk.
