Why cant we release more ozone to repair the atmospheric layer?

Firstly ozone isn't a thing, it's just a layer of the atmosphere mostly made up of trioxide, molecule mde of three oxygen atoms, it's very rare and scarce on earth, also it just cant be done due to extreme costs (nearly $5000 per Ib) and the fact that you'd have to get to the ozone layer to fix it, which is quite high up. To sum up, it just isn't a doable idea.
