Is it legal for a place to refuse to pour you a full gl of a drink unless it is topped right up with ice?

Although this may never happen to you again... word of mouth can be very damaging! I would be sure to let all my family & friends know what establishment was so trivial over a few extra drops of liquid! I would also write to the restaurant or their headquarters and tell them what you think!!! Who knows you may get a free dinner and/or drink out of the deal :)
