Does anyone know why a sting would occur in a men's toilet?

I'm curious how Senator Craig got nailed for propositioning someone in a toilet. Why would anyone be thinking of in a disgusting toilet, why would cops set up a sting operation in a toilet, and has it become a crime to proposition someone to have ?
