If zebra finches built there nest will they definately lay eggs? i dont see any yet,must have been three week?

Our zebras have one of those nest you just get at the store, plus they've added to it inside with fibers and thread. They've only laid one egg ever. Just because they have a nest, doesn't mean they are going to lay eggs.
