Black Skirted Tetra care?

I have a 10 gallon tank that has filtration set up. The water's been sitting in the tank, running through the filter for a couple days now with no fish. I want to get some black skirted tetras, because I hear they are good beginner fish. Is my tank big enough? what other things do I need? What kind of plants are good with these tetras?
