Are lo jobs in malaysia illegal?

i have heard that lo jobs in malaysia are illegal and that the only medical jobs over there which are legal are through the government sector. The doctors whose medical degrees are not recognised by the malaysian medical council are working in the lo and that lo is a sort of a mafia that gives medical care and these doctors illegally work in them.Is all this information true and correct and if it is then what is the way to get registered with the malaysian medical council
